We beg to acknowledge the receipt of and to thank you for your letter No 168/1902 of the 7th instant.

As the rein requested, we have pleasure in stating for the info mation of Mr Secretary Chamberlain as follows:-

When the representatives of the China and Japan Telephone Company., Ltd, and the Hong Kong Tramway Electric Company, Ltd, met to discuss the objections of the former Company to the introduction of electric tramways into Hong Kong, the represent- atives of that Company pointed out that, as they had no concession from the Government for telephones in Hong Kong, their tenure

was insecure, therefore they could not afford to modernise the

system.

The representatives of the Tramway Company reminded them

that the whole of the points raised had been investigated by a

Joint Committee of both Houses of the British Parliament, and

that, upon the instructions of that Committee, the Board of

Trade framed certain Regulations in the interests of all parties

permitting the use of electric traction upon tramways, and that

as these Regulations formed part of the Ordinance to be granted

to the Hong Kong Tramways Electric Company.,Ltd, that Company

were giving to the Telephone Company all the protection the

Joint Committee and the Board of Trade considered they and other

interests were entitled to.
